Requires internet service providers (ISPs) in South Carolina to filter "adult content" (material harmful to minors as defined in Section 16-15-375) by default for all consumers

Allows ISPs to use in-network filtering or engage third-party filtering services, and permits them to charge fees for providing the filtering service

Consumers 18 or older may request deactivation of the filter by submitting a formal request form, age verification, and paying any applicable deactivation fee charged by the ISP

Violations by ISPs are treated as violations of the South Carolina Unfair Trade Practices Act

The Commission on Consumer Affairs is authorized to create the deactivation request form and adopt rules to implement the law; effective upon Governor's approval
