Requires municipal general elections to be held on the first Tuesday after the first Monday in either April or November of odd-numbered years, with municipalities defaulting to November if they fail to establish a date within 90 days

Municipalities that choose to hold partisan elections for municipal offices must pay all costs and expenses associated with conducting municipal primary elections

Allows municipal governing bodies to determine when newly elected officials' terms begin, between 48 hours after certification and 80 days after the election; candidates declared elected may take office and perform duties pending any appeal outcome

Extends the deadline for filing election contest notices to noon on the Monday following certification of results, with hearings required on the following Thursday

Removes the automatic stay of proceedings during election contest appeals and instead requires courts to give such appeals first priority; requires county election boards to conduct municipal elections when authority is transferred and allows them to charge fees not exceeding actual expenses
