Creates a new criminal offense for "doxing" - intentionally publishing personally identifying information online about a South Carolina resident with intent to intimidate, abuse, threaten, harass, or frighten them

Personally identifying information includes Social Security numbers, date of birth, home address, email, phone number, financial account numbers, biometric/health data, and school or employment locations

Applies when dissemination would cause a reasonable person to fear physical injury to themselves, immediate family members, or household members

Penalties range from misdemeanor (up to 1 year imprisonment) for no physical injury, up to felony charges with 25 years imprisonment if the victim or their family member dies as a result

Exempts internet service providers, telecommunications companies, and cable operators from liability when acting in their capacity as service providers
