Establishes procedures for airport managers at publicly owned or public-use airports to dispose of abandoned or derelict aircraft located on airport premises

Defines "abandoned aircraft" as aircraft in wrecked or partially dismantled condition for at least 120 days with unpaid fees, and "derelict aircraft" as aircraft stored for at least 180 days without owner maintenance of storage, upkeep, or maintenance responsibilities

Requires airport managers to contact the FAA to identify owners and lienholders, then provide written notice giving owners 30 days to submit a repair plan or an additional 30 days to remove the aircraft and pay unpaid fees

Allows aircraft owners to claim hardship exceptions (including death, military service, bankruptcy, divorce, inability to obtain parts, or natural disasters) to delay sale or disposition until 30 days after the hardship ends

Requires court petition in circuit court to authorize disposal by public auction, with net proceeds paid to owners/lienholders or, if unfound, to the State Aviation Fund
