Establishes the "School Crossing Guard Protection and Certification Act" requiring SLED and the Department of Public Safety to create a Certified Uniformed Adult School Crossing Guard Program with standardized training, background checks, and state-approved uniforms

Grants certified school crossing guards lawful authority to direct traffic in school zones and requires motorists to obey their orders

Creates the offense of "endangerment of a crossing guard" as a misdemeanor with fines of $500-$2,000, mandatory driver education, and 4 points on driver's license

Establishes felony penalties for injuring a crossing guard (up to 5 years imprisonment, $2,000-$5,000 fine) or causing death of a crossing guard (up to 15 years imprisonment, $5,000-$10,000 fine)

Increases penalties by 50% if violations occur while using a phone or exceeding school zone speed limits by more than 10 mph, with enhanced mandatory minimums if driver is impaired; effective July 1, 2026
