Defines "significantly reduce the speed of the vehicle" as operating at least 20 miles per hour below the posted speed limit when passing emergency scenes

Requires the Department of Public Safety to compile and publish an annual report of all citations issued for emergency vehicle approach violations

Applies to stationary authorized emergency vehicles displaying flashing red, blue, amber, or yellow warning lights, including ambulances, police, fire, rescue, recovery, and towing vehicles
