Prohibits the South Carolina Department of Motor Vehicles from issuing or renewing a driver's license to any person who cannot demonstrate proficiency in reading and understanding the English language

Adds English language proficiency as a new requirement (item 9) to the existing list of disqualifying conditions for driver's licenses, which includes age restrictions, suspended licenses, substance abuse issues, and mental/physical conditions

Takes effect immediately upon approval by the Governor
