Abortion clinics (as defined by Section 44-41-75) and their affiliated physicians or medical practices are deemed unqualified to provide family planning services through South Carolina's Medicaid program

Prohibits the South Carolina Department of Health and Human Services from directing Medicaid funds for family planning services to any organizations that provide abortion services

Codifies Governor McMaster's 2018 Executive Order 2018-21, which was upheld by the U.S. Supreme Court in Medina v. Planned Parenthood of the South Atlantic (2025)

Takes effect upon approval by the Governor
