Establishes the State Resource Commission (SRC) within the Office of the Governor to coordinate efforts toward in-state production of essential resources including food, energy, water infrastructure, and critical materials

Sets mandatory benchmarks requiring 15% in-state production of essential resources by 2031 and 25% by 2036

Creates a 7-member commission appointed by the Governor with representatives from Commerce, Agriculture, State Energy Office, Natural Resources, Clemson University, and two private sector members

Directs the SRC to develop incentive packages including tax credits, grants, and low-interest loans for local food and energy producers, with priority given to rural, underserved, and economically distressed communities

Requires annual reports to the General Assembly beginning December 31, 2027, with progress updates made available on a public dashboard; effective date of July 1, 2026
