Authorizes South Carolina counties to adopt ordinances requiring property owners to keep their lots clean and free of rubbish, debris, and other unhealthy or unsightly conditions that constitute a public nuisance

Allows counties to notify property owners of violations and require them to correct the conditions

Permits county employees or hired contractors to enter private property to correct violations if owners fail to act

Authorizes counties to place a lien on properties for the cost of correcting violations, collectible in the same manner as county taxes, with costs limited to actual expenses incurred by the county

Takes effect upon Governor's approval
