Transfers the South Carolina 211 Network from the Budget and Control Board to the Department of Consumer Affairs, effective July 1, 2026

Establishes the 211 Network as the single point of coordination for information and referral services for health and human services statewide

Requires 211 providers to be certified by the Department of Consumer Affairs to participate in the network, with the department developing certification criteria through regulations

Authorizes the department to request the FCC revoke 211 numbers from uncertified providers leasing numbers from local exchange companies

Sets network objectives including improving access to health and human services information, connecting local information systems electronically, establishing data collection standards, and identifying gaps in services
