Prohibits racing facilities from being subject to nuisance or taking lawsuits by surrounding property owners if the facility obtained all required construction permits and established vested development rights before the surrounding owner purchased their property or constructed buildings within the area

Defines "area of the racing facility" as within a three-mile radius of the perimeter of the racing facility property

Defines "racing facility" as a designated area for competitive vehicle and motorsport races, including the track, spectator areas, garages, and associated grounds, buildings, or appurtenances

Preserves pending actions, rights, duties, and liabilities that existed before the act takes effect

Takes effect upon Governor's approval
