Requires all iron and steel products permanently incorporated into public works projects funded by state-appropriated funds to be produced in the United States, with all manufacturing processes from initial melting through coating application occurring domestically

Allows waivers when U.S.-produced iron or steel is unavailable, of unsatisfactory quality, or would increase total project costs by more than 25 percent

Exempts minimal foreign steel use (incidental materials costing less than 0.1% of total steel costs or $2,500, whichever is greater) and foreign components comprising 5% or less of an otherwise domestic product

Excludes electrical components, equipment, and systems (except transmission and distribution poles) from the iron and steel requirements

Directs the State Fiscal Accountability Authority to develop implementation rules consistent with federal Safe Drinking Water Act iron and steel preference policies
