Amends Section 47-1-40 of the South Carolina Code regarding ill-treatment of animals to expand the list of exceptions to animal cruelty laws

Adds new exceptions including: activities for food production, lawful hunting/game taking under Title 50, scientific or medical research, zoological operations and exhibitions, and national/state organization-sanctioned competitions

Exempts law enforcement duties (including animal/rabies control officers), humane society operations, private landowners protecting property, and actions defending against perceived imminent threats to persons, animals, or property

Excludes simulated animal fights conducted as part of motion pictures, videos, digital filming, or live artistic performances from animal cruelty provisions

Clarifies existing exceptions including agricultural practices such as livestock alterations for breed/show standards and cattle dehorning within South Carolina Department of Agriculture standards

Takes effect upon approval by the Governor
