Increases the number of circuit court judges in the sixth judicial circuit (Chester, Lancaster, and Fairfield counties) from one to two judges

Adds one judge to the fifth judicial circuit (Kershaw and Richland counties), increasing from five to six judges, with the new judge required to be a resident of Kershaw County

Increases the fifteenth judicial circuit (Georgetown and Horry counties) from three to four judges

Requires the Judicial Merit Selection Commission to nominate candidates for the new positions, with elections by the General Assembly from those nominees

Prohibits the nomination process from beginning until funding for the additional judges is included in the general appropriations act
