Requires law enforcement to provide a copy of the search warrant to the person or property owner before executing the search; if the person is unavailable, posting the warrant in a conspicuous place on the property satisfies the notice requirement

Mandates that a signed inventory of any seized articles must be delivered to the person whose property was searched, removing the previous requirement that the person must demand a copy

Requires law enforcement agencies to return searched property to its original condition if no articles are seized and to ensure the property is not left vulnerable or unsecured

Creates civil liability for law enforcement agencies if failure to secure property after a search results in subsequent damage

Amends Section 17-13-140 of the South Carolina Code regarding search warrant issuance, execution, and return procedures
