Proposes amending the South Carolina Constitution to require magistrates be appointed by the Governor with advice and consent of the full General Assembly (both chambers) rather than the Senate alone

Requires a majority vote of each chamber of the General Assembly for magistrate appointments

Establishes fixed four-year terms for magistrates, who serve until their successors are appointed and qualified

Removes current constitutional language allowing the General Assembly to set magistrates' terms of office and civil/criminal jurisdiction through legislation

Requires the proposed amendment be submitted to voters at the next general election for representatives
