Adds premeditated murder as a statutory aggravating circumstance that can qualify a murder case for the death penalty in South Carolina

Defines premeditated murder as when the offender "created a plan of action and took steps in furtherance of that plan culminating in the commission of murder"

Amends Section 16-3-20(C)(a) of the South Carolina Code, adding this as the 13th aggravating circumstance to the existing list

Preserves pending actions, rights, and prosecutions under previous law; does not retroactively affect existing cases

Takes effect upon approval by the Governor
