Adds three new aggravating circumstances under which the death penalty may be imposed in South Carolina murder cases

Premeditated murder where planning is proven beyond a reasonable doubt qualifies as a new aggravating circumstance

Murder of a person 70 years of age or older, or a vulnerable person with a medically recognized physical or mental condition or disability, becomes an aggravating circumstance

Murder of a pregnant woman when the offender knew or should have known the victim was pregnant qualifies as an aggravating circumstance

Takes effect upon approval by the Governor
