Requires each county register of deeds in South Carolina to implement a free electronic notification system that alerts property owners via email within 24 hours when documents are recorded containing their name or associated with their property

Notifications must include a general description of the recorded document, a unique reference number, and a statement advising the property owner to review the document and contact law enforcement or legal counsel if they suspect fraud

Counties may offer additional optional notification methods such as text messages or automated phone calls, and may contract with third-party vendors or use grants to implement the system

Provides immunity from liability for the register of deeds, county, and vendors for system failures, notification delays, or matching errors, except in cases of gross negligence or intentional misconduct

Implementation deadline set for July 1, 2027, unless extended by the General Assembly
