Authorizes municipal governing bodies to annex areas by ordinance if the area has been completely surrounded by the municipality for at least five years

Allows annexation of areas surrounded by the municipality except where borders touch a state line, military installation, state or national park/forest, or lake/river

Requires at least 30 days notice before first reading of annexation ordinance, including newspaper publication and written notification to all property taxpayers in the affected area

Mandates public hearings that must include a map, legal description of the area, details on public services to be provided, associated taxes and fees, and a timetable for service provision

Takes effect upon Governor's approval
