Abolishes the South Carolina Arts Commission on January 1, 2027, and transfers all its functions, powers, duties, employees, records, property, and unexpended funds to the South Carolina Department of Education

Designates the Department of Education as the official state agency to receive and disburse federal funds for programs related to creative and interpretive arts

Assigns the State Superintendent of Education responsibility for stimulating public interest in performing and fine arts, advancing arts as part of education, and encouraging appreciation of the state's cultural heritage

Repeals multiple sections of existing law relating to the Arts Commission's creation, member appointments, terms, compensation, employment authority, powers, and statewide cultural districts

Redesignates Chapter 15, Title 60 of the S.C. Code as "South Carolina Arts Initiatives"
