Raises the filing fee from $10 to $50, with $25 retained by the clerk and $25 used for service costs (previously $5 each)

Allows arbitrators to award reasonable attorney's fees and costs to the prevailing party

Makes arbitrator decisions admissible as substantive evidence of liability and damages in de novo appeals
