Requires all South Carolina public institutions of higher learning to formally adopt the "Compact for Academic Excellence in Higher Education" proposed by the U.S. Secretary of Education within 90 days of its issuance, renewal, or amendment

Institutions must integrate compact requirements into policies, maintain compliance documentation, and submit annual compliance reports to the Commission on Higher Education

The Commission on Higher Education must compile institutional reports and submit a consolidated statewide report to the Governor, Speaker of the House, and President of the Senate by December 31st each year

Noncompliant institutions receive 30 days to cure deficiencies; failure to comply may result in the Commission recommending the General Assembly temporarily withhold up to 5% of the institution's annual state appropriations

Withheld funds must be restored immediately upon certification of compliance, and the act does not require institutions to violate state or federal law
