Requires new Commission on Higher Education members to complete a mandatory board orientation program during their first year of membership covering their roles, duties, and responsibilities

Mandates at least six hours of training for new commissioners, to be completed within twelve months of appointment, either in one session or spread throughout the fiscal year

Training must cover statutory and fiduciary obligations, state higher education goals, lottery-funded scholarship programs, Freedom of Information Act requirements, and the South Carolina Ethics Act

Directs the Executive Director to develop the orientation program and continuing education opportunities for all commission members in consultation with staff and external stakeholders

Requires the Executive Director to report annually to the Senate Education Committee and House Education and Public Works Committee chairmen on training hours completed by each commission member

Takes effect July 1, 2026
