Requires all public colleges, universities, technical colleges, and private institutions receiving SC lottery scholarship funds to implement mandatory safety training programs for new students within their first 30 days on campus or during orientation

Safety training must cover personal safety, emergency procedures (evacuation, lockdown, shelter-in-place), campus security services, sexual assault and dating violence prevention, Title IX reporting, and bystander intervention strategies

Institutions must compile and report annual campus crime statistics to the Commission on Higher Education or State Board for Technical and Comprehensive Education by January 31st each year, with data categorized by crime type and offender/victim status (student, staff, or visitor)

Campus safety plans must be publicly posted on institutional websites and updated at least once per academic year

Non-compliant institutions may face funding reductions or suspensions, and the Attorney General may bring enforcement actions; the law takes effect upon gubernatorial approval and first applies to students enrolling in fall 2027
