Creates the Tuition Gap Scholarship Program to cover the difference between existing state scholarships (LIFE, HOPE, or Palmetto Fellows) and actual in-state tuition costs at South Carolina public colleges and universities

Eligible students must be enrolled full-time at a public institution and currently receiving a LIFE, HOPE, or Palmetto Fellows Scholarship to qualify for the gap funding each semester

Scholarship funds can only be applied to tuition costs, not fees, room and board, books, or other expenses

Funded exclusively through South Carolina Education Lottery proceeds with no general fund appropriations permitted

Commission on Higher Education will administer the program, develop application procedures, and report annually to the General Assembly; takes effect for Fall Semester 2027
