Counties operating a countywide water and sewer system as of July 1, 2026, may acquire municipal water and sewer systems located within their boundaries, including all assets, infrastructure, liabilities, and outstanding obligations

Acquisition requires a petition signed by at least 40% of qualified electors residing within the municipal water system's service area, with signatures verified by the county election commission within 15 days

County governing body must hold at least one public meeting within 30 days of petition certification, with notice published in a newspaper at least 15 days prior, including a summary of acquisition terms and financial obligations

County may decline acquisition only if it would create undue financial burden, violate state or federal law, or if the petition was not validly certified

Act takes effect July 1, 2026, and does not impair existing bond covenants or contractual obligations without consent of affected parties
