Merges the existing State Board of Cosmetology with barbering oversight to create a combined "State Board of Cosmetology and Barbering" with nine members (expanded from seven), including representation for barbers, cosmetologists, estheticians, nail technicians, and public members.

Establishes comprehensive licensure requirements for barbers and master barbers, requiring completion of 1,500 hours in an approved barber school, 1,920 hours of supervised training, or 1,540 hours in a secondary school program, plus passing a board examination.

Creates a mobile barbershop permit system allowing licensed barbers to operate mobile units, subject to biennial permits, annual inspections, sanitation compliance, and a prohibition against operating within eyesight of registered barbershops.

Allows cosmetologists with two or more years of experience to obtain a master barber license by completing board-prescribed educational requirements and passing an examination that includes a basic tapered haircut and straight razor facial shave.

Establishes portable operation permits for cosmetologists, hairstylists, estheticians, and nail technicians to provide services at temporary locations, requiring a licensed salon as a base of operations.
