Requires all public schools and public institutions of higher learning in South Carolina to designate multioccupancy restrooms, changing facilities, and sleeping quarters based on biological sex as observed or clinically verified at birth

Mandates that all public school buildings and higher education buildings provide at least one single-user restroom and changing facility

Imposes a 25% withholding of state-appropriated operational funds from any school district or public institution of higher learning found in violation of the law's requirements

Creates a private cause of action allowing employees or students to seek declaratory and injunctive relief, plus attorney fees, if they encounter a person of the opposite sex in a sex-designated facility or are required to share sleeping quarters with someone of the opposite sex

Provides exceptions for custodial work, medical assistance, emergencies, coaching when no one is undressed, and accommodations for disabled persons, elderly individuals, and young children needing assistance
