Establishes the "Parental Rights Act" affirming parents' fundamental right to direct their child's upbringing, education, healthcare, and mental health, requiring the state to demonstrate a compelling interest before burdening these rights.

Requires Local Education Agencies to adopt parental rights policies allowing parents to access all educational records, review curriculum materials, withdraw children from objectionable instruction, and receive five days' notice before any instruction on gender identity, gender expression, or sexual orientation.

Prohibits state employees from encouraging children to withhold information from parents or withholding information about a child's physical, emotional, or mental health, including requests to be treated inconsistently with the child's sex.

Creates an administrative complaint process through LEA governing boards and the State Board of Education, followed by a private cause of action in circuit court with liquidated damages of $5,000 per violation, up to $100,000 in noneconomic damages for intentional violations, plus attorney's fees.

Repeals Section 63-5-350 (furnishing health services to minors without parental consent) and Section 63-5-370 (consent not subject to disaffirmance), while strengthening parental consent requirements for nonemergency medical treatment of minors.
