Establishes a regulatory framework for "intoxicating hemp beverages" containing hemp-derived delta-9 THC, limiting them to 5 milligrams per 12-ounce serving and requiring sale only in 12-ounce cans or bottles.

Prohibits the sale of all other consumable hemp products (edibles, inhalables, etc.) containing intoxicating cannabinoids, treating violations the same as THC offenses under state drug laws.

Sets the legal purchase and possession age at 21 for hemp beverages, with penalties mirroring existing alcohol laws for underage sales and possession.

Requires hemp beverages to be sold only through licensed retailers with certificates of analysis from independent testing laboratories verifying cannabinoid content, contaminants, and potency.

Bans online sales, direct deliveries, and direct shipments of consumable hemp products into or within South Carolina, with violations punishable by up to $3,000 fine and/or 3 years in jail.
