Authorizes South Carolina school districts and charter schools to establish volunteer school chaplain programs, requiring parental consent, background checks, and public disclosure of chaplains' religious affiliations on school websites.

Mandates display of the Ten Commandments in every public school and public college/university classroom by January 1, 2027, on posters or framed documents at least 11x14 inches.

Permits optional display of the Mayflower Compact (1620), Declaration of Independence (1776), Northwest Ordinance (1787), and Emancipation Proclamation (1863) in public school classrooms.

Prohibits additional context statements on required displays and creates no unfunded mandate, allowing schools to accept donated displays or funds rather than using public money.

Volunteer chaplains must be endorsed by entities meeting State Department of Education criteria, affiliated with local religious congregations, and may not advance or require participation in any particular religion.
