Expands eligibility for not-for-profit charitable corporations to receive Conservation Bank trust funds by requiring they either certify liquid assets of at least $100,000 or be accredited by the Land Trust Alliance

Adds the Chief Resilience Officer of the South Carolina Office of Resilience as an ex officio, non-voting member to the Conservation Bank Board, increasing board size from 17 to 18 members

Requires public access for fee simple land acquisitions made with trust funds, with uses approved by the board

Eliminates the public access requirement for grants funding conservation easements on private lands
