Repeals Section 56-7-35, which relates to the issuance of uniform traffic tickets for speeding or disregarding traffic control devices using photographic evidence

Removes the prohibition on local authorities issuing uniform traffic citations based on photographic evidence for traffic violations

Eliminates the emergency-only exception in Section 56-5-70 that previously allowed traffic citations based on photographic evidence only during federally-declared emergencies

Effectively authorizes the use of photo-based enforcement (such as speed cameras and red light cameras) for traffic violations in South Carolina by removing existing statutory restrictions
