Declares driver's licenses issued by other states exclusively to undocumented immigrants invalid in South Carolina, including licenses with markings indicating the holder did not prove lawful presence

Requires law enforcement officers who stop drivers with these invalid out-of-state licenses to issue a citation for driving without a license under Section 56-1-440

Directs the Department of Motor Vehicles to maintain a public list on its website of out-of-state driver's license classes that are invalid in South Carolina

Takes effect upon approval by the Governor
