Regulates the manufacture, sale, transport, possession, and use of pyrotechnics (fireworks and explosives for exhibitions) in South Carolina, making most activities unlawful except under specific permitted circumstances

Allows pyrotechnics at concerts, fairs, carnivals, and public exhibitions when operated by licensed display operators who have completed required training and obtained written authority from county/city councils or universities/colleges

Prohibits sale of pyrotechnics to persons under age 16

Requires display operators to carry minimum $500,000 insurance and obtain fire marshal certification for indoor use, including verification of adequate fire suppression, structural safety, and building egress

Exempts certain consumer items from restrictions including toy cap guns (under 0.25 grams per cap), sparklers (under 100 grams), smoke devices, snake/glow worms, and small novelty noisemakers (under 16 milligrams)
