Transfers the Insurance Fraud Division from the Office of the Attorney General to the Department of Insurance, while the Attorney General appoints division attorneys as assistant attorneys general for prosecution purposes

Expands criminal penalties for insurance fraud to include attempts to receive undeserved economic benefits, not just actual receipt of benefits

Requires SLED to investigate insurance fraud cases referred by the Insurance Fraud Division, with the Department of Insurance reimbursing SLED for investigative services and providing office space and equipment

Adds insurance fraud crimes to the list of "serious offenses" for enhanced sentencing under repeat offender laws and grants state grand jury jurisdiction over multi-county insurance fraud cases
