Prohibits construction or operation of new industrial, advanced manufacturing, or hazardous facilities within 1,500 feet of any public or private K-12 school property boundary

Establishes a 2,640-foot setback for facilities using or storing regulated hazardous chemicals above threshold quantities near schools

Requires facilities within one mile of a school to provide 60-day advance written notice, submit comprehensive safety and environmental risk assessments, and publish public notice before seeking permits

Existing facilities operating before July 1, 2026 are grandfathered but cannot expand operations that increase hazards, must submit updated emergency response plans within 12 months, and may be required to implement continuous air monitoring

Violations carry civil penalties up to $25,000 per day, and the Department of Environmental Services must promulgate implementing regulations by July 1, 2027
