Updates references from "Chief Insurance Commissioner" to "Director of Insurance" throughout the relevant code sections

Allows electronic transmission evidence to be filed with affidavits of compliance in lieu of post office receipts when the Department of Insurance uses electronic delivery

Maintains the $10 service fee split evenly between the director's office costs and the state general fund
