Clarifies that the South Carolina Insurance Data Security Act applies to captive insurance companies unless they qualify for specific statutory exemptions

Establishes that if conflicts arise between the referenced code sections (including insurance holding company regulations) and Chapter 90 (Captive Insurance Companies), the referenced sections take precedence

Takes effect upon approval by the Governor
