Requires pharmacy benefits managers (PBMs) to provide "unobstructed access" to their Maximum Allowable Cost Lists for patients, consumers, and network pharmacy providers, replacing the previous requirement for only a "process" to access this information

Mandates that PBMs provide unobstructed access to pharmacies subject to Maximum Allowable Cost Lists for any updates to those lists

Maintains existing requirements that PBMs update Maximum Allowable Cost Lists at least every seven calendar days

Preserves appeal procedures allowing contracted pharmacies to challenge reimbursement amounts when payment is less than the net amount paid to drug suppliers

Takes effect upon approval by the Governor
