Establishes a legal definition for "recovery community organization" (RCO) as an independent, nonprofit organization led by individuals with lived experience of substance use disorder recovery

Requires RCOs to be governed by members of the local community who have personal recovery experience

Defines the purpose of RCOs as mobilizing resources, providing peer support, and advocating for public policies that improve long-term recovery from substance use and behavioral health conditions

Adds Section 44-49-90 to the South Carolina Code of Laws under Article 1, Chapter 49, Title 44

Takes effect upon approval by the Governor
