Amends the definition of "likely to engage in acts of sexual violence" under South Carolina's Sexually Violent Predator Act (Section 44-48-30)

Changes the standard from requiring proof that a person is "predisposed to engage in" and "more probably than not will engage in" acts of sexual violence to a lower threshold based on "propensity to commit" such acts

Removes the "more probable than not" language, requiring only that the person's propensity poses a menace to health and safety of others

Takes effect upon approval by the Governor
