Increases the minimum sentence for second degree sexual exploitation of a minor from 2 years to 3 years imprisonment, with a maximum of 10 years

Establishes tiered penalties for third degree sexual exploitation (possession) based on number of images: up to 10 years for 1-25 images, 1-10 years for 26-250 images, and 2-10 years for more than 250 images

Requires registered sex offenders who violate third degree sexual exploitation provisions to serve a minimum of 5 years imprisonment

Preserves exceptions for law enforcement, prosecutors, and corrections employees handling such material in their official capacity during investigations or proceedings
