Establishes that no person is required to obtain a mobile driver's license, and prohibits linking any driver's license to automated license plate readers without the license holder's written consent

Requires written consent for each specific use of personal data collected through digital identification, and prohibits sale or transfer of personal data without consent from both public and private entities

Grants individuals the right to view, correct, remove, destroy, or restrict usage of all personal data associated with their digital identification

Creates a private cause of action allowing individuals to sue public or private entities for violations, with liability of up to $150,000 per occurrence
