Establishes the "Protecting South Carolina Citizens from the Risks of Solar Storms and Electromagnetic Pulse Act" to address threats from both natural solar events and human-made electromagnetic pulses

Requires the South Carolina Emergency Management Division (SCEMD) to develop a detailed emergency preparedness plan for hardening critical infrastructure against electromagnetic pulses and identifying alternative energy sources for extended grid outages

Mandates the SCEMD plan be completed and distributed to all municipalities by January 1, 2027

Creates a grant program for municipalities and critical infrastructure entities that comply with the SCEMD plan within one year of receiving it

Directs the General Assembly to provide multiyear funding starting in the 2026-2027 Appropriations Act to assist entities with obtaining electromagnetic pulse protection and alternative power sources
