Expresses official sympathy from the South Carolina General Assembly for the passing of Roy C. Henderson, who died December 22, 2013

Requests the Department of Transportation name a portion of South Liberty Street in Spartanburg from the C.C. Woodson Community Center to Caulder Avenue as "Roy C. Henderson Memorial Street"

Roy C. Henderson served as an educator, coach, and administrator in South Carolina schools from 1950 until retiring from Spartanburg County School District 7 in 1984, including organizing the first Black high school football team at Spaulding High School in Lamar

Henderson served on Spartanburg City Council from 1991 to 2000, including as mayor pro tem, and was active in civic organizations including the NAACP and Alpha Phi Alpha Fraternity
