Proposes amending Section 3, Article X of the South Carolina Constitution to add business personal property to the list of property exempt from ad valorem (property) taxation.

Adds a new subsection (k) specifically exempting "business personal property" from property taxes, joining existing exemptions for items like household goods, manufacturing inventories, and intangible personal property.

Requires the proposed constitutional amendment to be submitted to qualified voters at the next general election for representatives through a statewide referendum.

Ballot question will ask voters: "Must Section 3, Article X of the Constitution of this State, relating to property tax exemptions, be amended so as to provide an exemption for business personal property taxes?"
