Department of Transportation must transfer ownership of all roads one-half mile or less in length to the counties where they are located by December 31, 2028

Counties receiving transferred roads must maintain them to state highway maintenance standards and keep them in good repair

The Department must transfer sufficient funds to counties to cover the maintenance costs of newly acquired roads

Removes the requirement that counties spend at least 25% of their "C" fund apportionment (gasoline user fee distribution) on state highway system construction, improvements, and maintenance

Takes effect upon Governor's approval
